The main horse messenger towns of Edo are supported by tax funds from the government. The bakufu pays the cost of maintaining the horses and paying for the riders.

However, the horses stationed at each of the juku towns along the main highways are provided by people living in the local town. Citizens of these towns contribute tax payments to buy and raise horses, and a few individuals from these towns are selected to serve as either riders, to carry the messages, or as grooms, trainers and assistants, to take care of the horses and clean the stables where they are kept.
